2019 Bylaws Issues

In 2019 the Board posted proposed Bylaws on the official Bannockburn HOA website – with no indication they were only proposed. Worse, the official and then current Bylaws were removed. Pressure form James Rogers, Board member at large, forced the Board to remove the proposed Bylaws from the website and replace them with the official and current 1998 Bylaws.

The annual Bannockburn member meeting was held on October 19, 2019. A quorum of members was not achieved, so no official business could be conducted. Nevertheless, the Board passed out ballots to elect Directors to replace those whose terms were expiring or to fill vacancies. Worse, ballots were passed out indiscriminately without verifying eligibility of the ballot recipients to vote on Bylaws issues. Eligibility requires Bannockburn membership and Member in Good Standing status, with only one vote per residential lot allowed. At a minimum, co-owners of a lot are known to have received ballots. Concerned Bannockburn members objected to the illicit voting procedure, forcing the Board to abandon the vote.
